Default Rust removal by electrolysis

Has anyone tried this?? Thoughts?

You can't REMOVE rust that's already there by electrolysis. That requires surgery.
However,
new cars can be sold with accessory electrolytic rust inhibition. The accessory fitters where I used to work fitted this type of kit occasoinally, to customer order, to new cars.
